Car park with pay machines. Lots of cars in the car park but none of the 5 pay machines working. I took a photo of one machine which showed the time and date and said "out of order" as the all were. I have just received an £85 parking fine. But what could I do if they were all out of order? Can I challenge this fine?

I assume paying at the machines was the only way to pay? There was no option to pay on an app or by phone? If so then I'd assume of course you can challenge it.

No other option than pay at the machine.
