There IS racism in the police, there IS racism in the media, there IS racism within the general public. (incl direct, institutional and unconscious bias).
But I am not sure that this is the whole story in each case.
I live not far from where Owami Davies has been seen. Our local area is plastered with (police) leaflets asking for sightings. Clearly the police have been in action because they have arrested 5 people, all of whom are bailed pending investigation. They have combed through hours of CCTV. Cleary there is a lot the police are not saying atm because they have put the case under the Specialist Crime Command, which seems to investigate things like Organised crime and human exploitation.
Initial publicity around the disappearance of Sarah Everard (also RIP) was because her friends work on PR and Marketing and immediately went into action. Then there was outrage locally because the police were telling women not to go out alone / after dark - that emphasised it into as women's / feminist issue and stoked a lot of the determination to attend the vigil. Obviously the horror that it was a police officer who kidnapped and murdered her kept the incident high profile in the news and the public mind.
However - it wasn't publicity or media exposure that led to the CCTV that identified that man's car on the S Circular - it was the bus co and police looking at hours of bus footage along her route. And as far as I recall it wasn't publicity that identified where her body was found, it was ;police detection work about land that he owned, and hours of CCTV that established that he had bought builders bags etc.
So...the police aren't a PR or Comms agency, they ask for sightings etc when it might be useful, and alert the media when they can help.
Many circumstances surround each case and I don't necessarily think that any publicity level less than the disappearance of Sarah Everard is always down to racism.
And look how many people seem to find it harder to remember a name that is less familiar to them.
