This really annoys me too, people do it all the time.
My DP has been known to get "buggy rage" and push the buggy over people's feet in an attempt to get of the bus / train

not at all if they dont move after seeing me tryoing to get through and a mind your legs i tend to tell them to shift sometimes im brutall and catch legs dont like doing this as i know the damage it can do on older ppl!

It's inconsiderate behaviour whether the alighting passenger has a wheeled conveyance or not. I would, if I were you, be looking for adaptable Boudica spikes for your buggy
