To think my neighbour can drill a whole in my house to permanently hang a 15ft tarpaulin?

So, name changed as obviously outting as pretty sure this isn't a normal occurance!

My neighbour has drilled a hole in my (grade 2 listed) building so she can permanently hang a piece of tarpaulin about 15ft up (as high as my 1st floor roof) for "privacy". Surely she can't just do this? Where do I go from here? It blocks all the light out to my ground floor windows now. Have included (bad) diagram.

Use a Stanley knife where it's fixed to your house and cut the tarpaulin to remove it, you can then tackle her damage to a Grade II building later. Did she also trespass on your property to do the damage, or allow her employee to do it?

She has no right to attach to your wall whether listed or not! She should have attached to the floor or a post

Don't do anything until you've contacted planning. You want them to see exactly what she's done.

Great diagram! As everyone else has said, report to conservation officer/planning and English Heritage.

As well as this tarp trauma,
I’d be wondering about what she may have attached to the other side of your wall at ground level. When you know she’s out I’d pop your head over and take a look. Every now and then !

She must be totally mad. How can anyone think this is an OK thing to do?
It isnt her property AND it's listed.

I really hope your council don't take too long to get this taken down. You dont need this hanging over your head (quite literally in this case!).

Just occurred to me, if she doesn’t thing twice about doing that outside, what’s she done to the inside? 😱 English Heritage might have a field day with her!

But I live a CF NDN and even more so when it's accompanied by an excellent diagram with various view points.

Speak to planning enforcement at the council, or to the conservation officer.

The former were first rate when our neighbours starting doing stuff to their listed house without planning permission which affected our party walls, and went round the next day.

I'm glad you have already reported it, because otherwise in years to come when you want to sell, or she moves away, 'forgets', goes ga-ga or dies, you could be held responsible for the damage to the building that she has caused. At least the council knows now.

Blocking light is also an issue. Contact planning officers immediately and consider a strongly worded letter from your solicitor. CF!!!!!
Yes. Isn't it the case that you don't have the right to a particular view, but you have the right to light? Is there something about how many years the house has benfitted from the light?

Oh my goodness! I work in a planning department, and started off as admin to the listed building team. Our officers would have been around there in a shot! Our enforcement team work very closely with the Conservation team, this is the kind of thing they would deal with swiftly.

If you've got rain like we have today (I swear I just saw an ark full of paired animals floating by) unless the tarp is completely vertical, it will be puddling with HEAVY water....
