To think my neighbour can drill a whole in my house to permanently hang a 15ft tarpaulin?

So, name changed as obviously outting as pretty sure this isn't a normal occurance!

My neighbour has drilled a hole in my (grade 2 listed) building so she can permanently hang a piece of tarpaulin about 15ft up (as high as my 1st floor roof) for "privacy". Surely she can't just do this? Where do I go from here? It blocks all the light out to my ground floor windows now. Have included (bad) diagram.

But no department will sort that out for you. Check your home insurance for legal cover and engage a solicitor to contact her about removing anything on your property and make good the damage

Heritage/ conservation depts will deal with it. With OP in the wrong if she doesn't deal with it. It can't be left as the chance of damage being done is real.

You need LB consent for any works to a listed building. If its attached, permanent or not it needs listed building consent. If the conservation team aren't helpful put in a complaint.

However, they've damaged your property and you need a solicitor too.

There are 2 strands to this though. The heritage aspect which you have covered now, but also the attaching to your building without permission, in one or more places and subsequent potential damage. I presume either your house insurance or solicitor need to intervene, particularly as she is claiming that is her boundary.
I actually think there are three strands to this. If you get her to remove the attachment to your wall and make good any damage, what if she then erects a pole or some other structure from her garden that still keeps the giant ugly thing 15 feet up?

That's where - maybe - the right to light argument comes in.

House insurance and legal coverSmile. You may have to pay the first bit of it, call them ASAP.
Listed building consent.

I would be extremely surprised if the heritage lady/conservation officer is not interested in this & will help you. If she is anything like the team we have locally, she will read the riot act when she hears about this. The amount of hoops I had to jump through just to make my G2 listed house water tight was unreal - something like this would really make them go to town on your ghastly neighbour.

Haven't read every comment but in most cases this kind of thing would be investigated by planning enforcement rather than the heritage officer.

Can you even open your windows now? I'd want to lean out and cut a window sized hole in it. But I'm too chicken so would resort to a small slit where it flaps against my window and let the wind do the rest (with a bit of additional help if needed).

The planning guy messaged me back first thing and said the heritage lady is on leave but they will get back to me as soon as possible. I have emailed my Councillor but not had a reply as of yet.
Don't think there will be update until heritage lady is back from leave.

Surely if Heritage dept won't let you attach a sky dish, theres no way this sail will be allowed to be attached to the house.
