"since there are thousands of children born into single parent families and teenagers each year, do you think that we could cut this rate by introducing a law whereby in order for women to have children they must have been married for a least 2 years to obtain a birth permit to allow you to have children.

if you did not have a birth permit you could not obatin a birth certificate whereby everyone needs one to get into schools open bank account be recognise by the government ie national insurance numbers and be accepted by society as a real person.

if a child was to be born without a birth permit could we fine these families a large amount ie £50k or the child to be taken away for adoption."

I have a better idea.

Lets grab all the blokes and sew their dicks to their leg. They can apply to have them unstitched once they have been married for 2 years.

Any bloke who attempts to use his dick without the appropriate licence gets the fecker chopped off.

Its like China. You can't get married until you are in your 20s and you can't get a birth permit without being married. If you get pregnant before then its tough.

If you can't get a birth permit in china until you are married what happens if you get pregnant before. does that mean those children can't ever work or get a passport or driving license when they are older?
