It's really awful. But until there are alternative accommodations for them (or relatives found and vetted) what can they do?

I honestly don't know of any federally run foster homes or institutions for children, so I'd assume these 'additional facilities' would be 'regular' foster homes, which are run by the states but usually delegated to the counties, so they're going to have to work with each state's system so as not to 'overload' the border states foster care system. And 'relaxing the rules' to expedite the licensing of new foster homes could be a recipe for disaster.
