Dithering husband driving me insane. AIBU to tell him the wrong time for things?

I never realised how much of a ditherer my DH is until my car broke down. Hes been giving me lifts to work and they typically go like this. I say to DH I need to leave at 8:45. At that time I am sitting in the car waiting to go while DH is looking at the spice rack to see which ones are running low and adding them to the shopping and then comes out to the car and notices a teeny scratch so gets some tcut and a cloth and buffs it and then admires his work and then puts the stuff away and finally gets into the car only to start adjusting his seat and checking for god knows what in the middle console. It's not a sabotaging tactic or anything hes always been a faffer. If hes ordered a new appliance eg a washing machine he will disconnect the old one, pull it out, clean the floor decide to regrout the tiles and get out the spirit level to make sure it's even etc etc.
Anyway AIBU to start telling him things are happened a half hour before they are? Like I need to leave at 8:15 instead of 8:45.

When going out I tell my hubby a time half an hour earlier than need be. I can't understand how it takes him longer than me and 2 kids to get ready. 🤷

The best approach is to patio them and try again with a different one.

I have a faffer too. He can go upstairs for a 'quick shower' and when I call him half an hour later to see if he wants to watch some TV he'll be stood in the bedroom looking at his phone, unshowered.

When he's finishing up work it's always 'i just need to do this email, 5 minutes max.' 40 minutes later......
