Who is right about FSM money

A person has done the weekly food shop using their own money. The food the children will eat cost more then the value of an FSM voucher. They did this food shop because they didn't know if or when they would get a FSM voucher. The money spent will cover the children's three meals a day.

They then receive an evoucher for FSM which is to feed two children for lunches for two weeks.

Person A says the evoucher should only be spent on food for the children.

Person B says it's ok to spend some of the evoucher on food for the adult as well as the children because they have already paid for the children's food.

Which one is right ?

So long as the FSM voucher is being spent on food and the children are being fed then it doesn't matter which specific money is being spent where.

Yes, it's all being spent on food and yes, the children are being fed breakfast, lunch and dinner.

The evoucher should be treated as cash in the bank for purchasing food shopping. As long as the children are being bought healthy lunches every day then the evoucher value has been used.

(But it won't 'look good' if it gets spent on adult type of food eg 12oz steaks, so if there is tracking over what it is exchanged for (is there? no idea) that maybe should be considered.)

Being teenagers they choose what they have but what is available are things like pasta, soup, fruit, yoghurts, tuna, peanut butter, ham, cheese, eggs, bread for sandwiches or they can do fish fingers or eggs and bacon if they want to.
