AIBU to not want to be totally ripped off?

I'm a leaseholder to a housing association.
I could write a novel about their incompetence but after noticing how filthy our communal areas were getting, I made more of an effort to find out what the cleaning company responsible were doing (by spying through the spy hole when they arrived).
They've visited once a week in January and so far week 1 and 2 came in and signed the task sheet and left without doing a single bit of cleaning. Week 3 wiped a couple of patches of mould which had been there for months and week 4 wiped the immediate entrance with the strongest disinfectant I've ever smelled but didn't do any other tasks.
They've not been upstairs once in these 4 weeks, just cleaned once a small patch by the entrance.
So far, over 4 visits, they've been here for a total of 8 minutes!
I've reported that I've seen this happening and keep getting told that they will have a word.
Last year I was charged £300ish for this non existent cleaning but it's virtually impossible to get anyone to actually reply to any messages.
AIBU to think this is an absolute con but also I'd love to know about other people's experiences with their HA and if they've ever managed to take any successful action.

I had similar and got a reduction owing to the lies about the gardening service.

Mine was also a housing association and I think that tenants were kind of trained to feel grateful so never complained.

I had no such issues. They were bloody awful.

Ask to see the cleaning specification / contract they are working to.
As you are paying surely you have a right to know what you are paying for?

Funny enough I asked about the gardening services as they have got really bad and our lawns have practically no grass, even though it says on the task sheet that they should repair bare patches!
They told me they couldn't show me the total hours claimed for the year due to GDPR! I know this is incorrect and they do have to show proof, so I'm dealing with that but at the very moment I was answering the email about gardening, I caught the cleaner ticking off the sheet without doing a single bit of cleaning!!!!

@LGY1 I can see what they are supposed to do as it is on the notice board but they are not doing any of it. They are telling their supervisor and the HA that they have done it though, even though they've been caught red handed.
