AIBU to think that increasing public revenue take should be done via council tax as a last rather than first resort?

Given that by nature it is a regressive tax ie is not based on earnings. I get that covid costs money, we all need to pay etc. But the proposed council tax increases are a blunt way of going about it because council tax isn't linked to income. It's also payable by tenants which means they're paying tax on an asset someone else owns. Shouldn't we be tying the increased tax take progressively ie getting proportionately more from those who actually have larger incomes? It's been a year now pretty much. Just raise income tax.
