Moving across tiers due to mental health support

Sorry to add to the multiple tier 4 threads but I just need some help.

My daughter is in a Tier 3 area - about a 4 hour drive from us - both in England.

She has always had issues with her mental health and is absolutely distraught at not being able to come home for Christmas. She’s been struggling as it is. She is in a single person household - there are three of us at home, not in any support bubble with anyone else.

Does she qualify as being in our support bubble. Can she come home to us? She will take a test on her return - she is in an area where she can get access to a rapid test.

We have followed all the rules here so chance of infection are minimal plus we are convinced the four of us had the virus in the first wave.

Essentially I’m asking can she come home ?

Yes I'd say so, if she's a single person household avd struggling with her mental health then have her come home.
