A relative is extremely upset as they are now
Going to be totally alone in Tier 4 on Christmas Day. They were meant to be coming to us and are very upset.

Is there nothing we can do?

I thought they did?

They did, but the law (in England) changed at the end of the second lockdown. I don't know why it hasn't been publicised more widely. You are now allowed to change support bubbles, providing there is at least two weeks of no contact between the bubbles. It is a huge gamechanger for me and many others.
