Freedom passes are issued in London by your council, in cooperation with TfL.

They are for those over the qualifying age, and those living with disabilities, and the name is fine. They give free transport and the freedom to travel on London public transport

They’re called freedom passes because you can use public transport for free/discounted costs (depending on hours of the day). So you have ‘freedom’ on public transport as it were.

If you’re making a remark about covid restrictions, I’m not sure tfl had envisioned travel restrictions due to a worldwide pandemic many years into the future after the idea was created and so went with ‘freedom’ to be ironic.
