Risk reporting neighbours to council

My neighbours cut quite a significant amount of a birch tree which is in my garden but borders my neighbours property and our street.

They didn’t ask, I didn’t see them do it so I wasn’t able to consent to the works.
We live in a conservation area. I’ve called a tree company to ask them to quote how much it will cost to even the tree out. The tree company have stated that they won’t do any works without consent from the council (due to living in a conservation area). If I now apply for planning permission to sort out the bodge job done by the neighbours I will be reporting them for breaching the town and country act. If I don’t apply for PP I then have to find a (probably dodgy company) who are willing to do the work without consent and risk getting fined myself.

I’m cross with the neighbours for cutting the tree without discussing it with me first but even more cross that they have put me in such an awkward position.

Just cover your own arse , they shouldn’t have done it presuming they know about the conservation area

It's not awkward at all for you. They're the ones in the wrong.

Get planning permission from the council and then sort the tree out.

It’s just notification to the council that you intend to do works, usually there is no issue unless the tree is particularly significant so I wouldn’t get your hopes up that anything will happen to your neighbours. It’s only unauthorised works to trees with Tree Protection Orders that can be a criminal offence.

You can be fined for performing unauthorised works to trees in a conservation area, not just to trees covered by a TPO. Cover your own arse on this one and go down the right route. Your neighbours are responsible for their own cock up.

I am literally going through the exact same thing but it's fine. The council are fine. My neighbours a dick but will not be fined.
