Meat in trees?

Hi everyone! Long time lurker, first time post.

Just wondering, if you found a number of bones on the lane behind your house and some raw meat in sandwich bags hanging from the trees, how would you think it got there?

To be honest I'm a bit stuck. It could be animals getting in bins but the bins are out the front of the houses, not the back. Plus to leave bags of meat hanging in trees suggests it was a person. Am I being unreasonable to suspect there is potentially something sinister going on here? It's not uncommon to hear stories about poisoned meat put out to harm animals.

Poisoned meat. I'd guess for birds of prey. Id want to ring the police but doubt they'll do anything. Theyd have to test for poison and I doubt they'd be arsed. Get some gloves and take them down and bin them.
