New Welsh Covid Rules

I live in Wales and on Monday we came out of lockdown but obviously there are still restrictions in place.

So I'm not allowed to go and visit my Mum (outside of my bubble) in her house or garden BUT I can meet her and 2 others in a pub or restaurant surrounded by tens of other people?

How does that make sense? Crazy.

Because its regulated I guess. They reckon most of the spread is coming from households meeting other households, not pubs or restaurants where they have strict cleaning regimes and rules to follow. I am struggling with the same thing myself though - also the rule of 4. That means we can't as a family of 5 meet up with my parents all together anywhere.
