Well I have seen those clips before, but not sure why those are on a nail!
I am a chemist, and said clips are used to crimp water and gas hoses in the lab, to reduce the flow.
Now.... I havd never seen them outside of a lab!

It urged the toenail away from growing into your skin and encourage to grow the right way away from ingrown. It just lifts the edges slightly. Not painful and not used to drill a hole!

I think it's to push all the puss out from under the nail - looks like it prises the edge of the nail up and pushes on the middle to force the gunk out.

It's to flatten the nail on the top, and lift the corners slightly.
To help prevent ingrowing toe nails.
