To suggest my 16yo books a table in a pub garden to socialise with 5 friends?

My 16yo has just started at a new sixth form and is making new friends but socialising is obviously awkward right now (we're in tier 2). He doesn't yet know them well enough to host something in our garden as he did with his y11 friends in summer. It's also awkward with the rest of the family inside - if they needed the loo they'd have to come in - and it's cold, dark, wet. But there are some local pubs with outdoor beer gardens under canopies, and some have heaters too. I'm pretty certain it's ok for a group of 16 year olds to book a table, so long as they're not ordering alcohol, but do pubs generally discourage it?

My 16 year old have meals in restaurants with friends, usual brand pizza, waggamama, Nando’s etc with no issues, sure if they sit outside and eat something it’ll be fine.

They won’t be allowed to do that I can’t imagine unless they’re ordering food
