Basically for areas with a high infection rate like Liverpool, there will be strict restrictions.
Like our national lockdown, everything except supermarkets and essential services will close.
This is an effort to slow down the spread of the virus to ease pressure on their local hospitals.
There has been a dramatic increase of hospitalisations due to Covid positive cases and this is the measure the government will take so the NHS can cope.

I think it will be just like the national lockdown earlier in the year but with children allowed to go to school, probably unlimited exercise but only in household groups, masks to be worn in all public areas and most workplaces. Just my guess though.

The BBC etc seems to be saying that only the Liverpool area will be in Tier 3 and the majority of the rest of the country will be in Tier 2, but this doesn't seem to make sense because other places like Nottingham seem to have a higher infection rate.

But I agree that until the announcement, nobody knows and they're probably still arguing about finalising the details. And we probably won't even know then because if it's anything like previous announcements, the announcement will raise as many questions as it answers and the published rules and guidance won't appear until Tuesday.

It won’t be like March lockdown. The Mayor’s of the worst affected areas have talked at length about this. It will be closing of hospitality and leisure facilities. Shops including non essential will stay open.
