AIBU to wonder how you spend £12 billion making an app? What did they need to buy? Did they employ one million people and pay them £12000 each for a few months work?

If we were to trace every £1 where would it be now? Did Google and Apple hold Serco to ransom? Obviously there will be ongoing costs, but I really can't understand how it costs this much money to make one crappy little app??

You realise Tes, Track and Trace isn’t just the app, right? The same way that Google isn’t just the web page.

Sorry yes, I was hasty in interpreting the info. Cost of app still pretty steep, and where is the rest? Given others (see BMJ link above) are also questioning where all this money is actually going ie whose bank account the money is in now it is not an unreasonablw question.
