AIBU to transfer to another Uni in my 3rd year?

I'm going into my 3rd year, won't go into all the details but my uni is an absolute nightmare and I'm looking to transfer. 2 unis will accept me, Portsmouth into my third year (P) but Uni of Southampton will only let me transfer into 2nd year there (S). S is a Russell group, P isn't. I'm currently not at a Russell group. P's 3rd year contains modules I've already done, S doesn't. They're both pretty much equal distances away as I won't be moving as I live off campus with my child anyway, I'll commute. P is currently online which makes life easier for me, as of now S is doing on campus teaching.
AIBU to transfer? If it were you, which Uni would you go for? I study law if that makes a difference. Would discuss this with my Uni but getting in touch with them is near impossible which is part of the reason I want to transfer.

If you go to Southampton will you be able to fund the extra year?

@AnnaFour I'm not entirely sure, I will need to speak to SFE. They do fund for 4 years, and I've only used 2 years so in theory yes, but not sure if that applies to essentially repeating a year at another university. But understandably it's hard to get through to SFE to check right now!

Sounds like this is heavily weighted in favour of Portsmouth, but I haven’t done law and couldn’t tell you if Southampton would improve you job prospects. How would it look if you had to explain why you repeated a year?
