So... as there is a push to go back to school, parents that test kids are labelled as "overcautious" etc. Bolton has a "high" rate of 99 per 100,000 so roughly 1 in 1,000. Parents testing in Scotland where "only" 37 people tested positive out of 30,000, is comparative (well marginally higher) than Bolton. Why is one ok and one a problem?

The 37 out of 30000 was just children. There were many more tests done on others that were not children.
