Microblading for a tween?

A local Mum has been taking her 12 year old DD to have her eyebrows microbladed. I initially thought it was just badly done eyebrow makeup, in the way of a 12 year old learning to do their own makeup. I was really shocked, and yes, judgey, to discover they are being microbladed. As microblading isn't far off tattooing, I'm surprised this is even legal

This isn't an incredibly fair haired child who is in drastic need.

Surely that's illegal? I had mine done and 2 years later they're very much still tattooed on my face
