Any traffic cops/ traffic flow experts out there?

Help me with my curiosity! We are in the motorway. Signs saying motorway going from 3 lanes to 1. Traffic slows and we get to a sign which says the lanes merge in 400 metres. Then we stop dead for twenty minutes.

I assume that it's due to a crash/ breakdown in the single lane traffic. Traffic starts moving again and the lanes merge relatively smoothly (ie no stopping again).

We get to the point where the lanes merge and can see it's only just being laid out, single file traffic is for about 200 metres and we can see workers laying out the cones with the big trucks behind them to indicate that the lanes are cold (all credit to them, not a job I fancy).

What I can't understand is why we were stationary for 20 minutes. Does anyone know whether they just stop traffic whilst they start setting out ? I can imagine that they were unlucky enough to get a crash or breakdown in the first 100M and there was no sign of this.

Car at the front slows down by (say) 10 miles an hour. Car behind slows down by a little bit more. Car behind him slows down by even more and if this continues, eventually somebody at the end of the queue will come to a dead stop.

That's how it's been explained to me.
