Childcare not using car seat

I sent my daughter to a summer camp last week. She's just turned 9 and is tall, but not tall enough to be in a car without a car seat. They put her in the front of a car without one.
Aibu to be angry? My partner thinks I'm overreacting but I think that I've paid these people to look after my daughter and they didn't. It's illegal for her to be in a car without one.

I'd be concerned I didn't know they would be driving in a car in advance.

If I had known they would be going in a car I'd have asked about car seats.
How tall is she?

They never said a word about her going anywhere. They do outings on a Friday but they hired buses for that. She's 132cms.

You need to speak to your childcare provider about this. Is it possible they've overestimated her height? 132cm is fairly close to 135cm which is when they can travel without a carseat.

I'd tell them that you dint want her going in the car without one from here on out and you're not happy that they've been doing this. That should hopefully resolve it and they'll use one from now on.

It's 150 cm in my country. I think they should know the rules. She won't be going back.

Genuine curiosity... why have you started a thread if you are 100% sure that YANBU and have already decided that she won't be going back? Also, how were we to know that in your country the height is 150cms since you didn't mention it in your OP?

I’m not sure from the OP whether she was in the front of a car or on a bus? If it’s was a bus, you mention they hired them, is it possible that car seats aren’t legally required? Regardless I think the biggest issue is that they took her on an outing, without telling you and without getting permission. That alone would be enough for me to never send her back.
