The photographer points out that she has posted many photos of thin white women wearing fewer clothes than this model that never get reported.

The photo doesn't show anything that you wouldn't see walking down the street on a night out in a big city (many party dresses are more revealing), so yes, odd, and probably racist and/or curvy-phobic (by all means, the model is overweight, but that's not against social media "decency" rules? Their censors are just biased and remove pics they don't enjoy looking at, regardless of what the rules actually are)

The photo in the paper is full length and shows her sitting on a stool and wearing big pants so not indecent at all.

The comparison with thin white women doesn’t really hold up as no doubt there are plenty of photos of thin black women. It is not the blackness it is the fatness.
I have never used Instagram, are naked fat white women often featured?

Plenty of photos of Tess Holliday more scantily dressed than this model.
