Does anyone know how best to treat a phobia of dogs and cats?

my 16 yr old neice has an intense phobia of dogs. She avoids all parks and open spaces. If we do go on a family outing and there happens to be dogs around she becomes very upset and it ruins the day. Has anyone dealt with this?

Where do the cats come into this?

scared of cats too but doesn't freak out quite as much.

I read about having pictures of dogs on the walls. So she can regulate her reaction to the sight of the animals.

Once she can walk past and not react, I’d suggest so information or videos on dog behaviour.
