bno policy permanent?

Exciting news - bno holders can move to UK. Will this policy be permanent?

Turning 50 soon as a civil servant working for HK government, it would be difficult for me to get a job with similar pay in UK. Tax in UK is super high compared to HK so better to work in HK to save more money as long as I can. So I am looking to move in 10 years time when I am retired. I will probably buy a house somewhere in UK and retire. My concern is, will this policy be amended anytime?

Also if I am not working in the UK and just live for 6 years and become a UK citizen, will I be eligible for public hospital?
