Nightmare Neighbour Holding Post Hostage

Looking for some advice for my DGM.

GM lives in a block of 6 flats (opened by 1 LL) which is privately rented (not social).

Since COVID-19, one particular neighbour has taken it upon himself to police the flats and it's post. I'll refer to him as X.

Each flat door has their own letterbox but since covid, X will not let any posties into the building, bullied them away and demands that they leave all post in a basket in the community hallway. X will then deliver the post himself when he sees fit.

This is a huge concern private and confidential post it lying in a basket for anyone else to grab.

X has also taken it upon himself to police who comes and goes into the flats. He's put up posters on doors and walls stating that under Government Guidelines, no visitors are allowed into the building and residents are not allowed to leave to visit other households. Which is completely wrong, not that it's his place to enforce any rules.

Whenever my DM goes to see GM, he harasses her. Saying how she shouldn't be there blah blah blah. My GM and other elderly residents feel completely intimidated, harassed and isolated.

Now X WAS the building care taker but was sacked after a falling out with the LL. He is not the LL (not that a LL can dictate visitors) and he has no right to be putting up posters and policing what others are doing.

What can we do here? He is not rational and cannot be reasoned with. Is this a matter we can raise with the police?

Maybe you can get a video of him taking the mail and let him know it's for evidence. Frighten him a bit.

Thank you everyone. I've passed the advice onto my DM and she's going to try and convince my GM to let her call the police. My DG is terrified of escalating the situation.

Report to Royal Mail too - no postie should be agreeing to those requests should they surely? Any posties on here who could give advice? Hope you get this sorted soon for your GM

It does seem odd, doesn't it?

Maybe they feel it's better delivered than not, but that won't do anything towards resolving it sadly.

I mean when does it stop-when the guy decides??

Unless the basket is locked then the other residents have access to the post. Why is he being allowed to store and distribute it. He sounds a bully. Take the advice of others and call the police.

Not sure I would even leave it with your GM to think about. You could make an anonymous report to discuss this with the police through 101. I would also contact Royal Mail today to explain what is happening. You could do that anonymously too. It's not just your GM that is being affected by this and if the other residents are scared and intimidated then they might need someone to help them too? You could also call CAB for advice.

The Postie should not be leaving any mail with anyone but the addressee.
If the mail cannot be delivered to the individual flats then the post should be returned to the Delivery Office.
I'm a Postie and would get disciplined if I did this.TBH the Postie should have told him to do one when this was suggested.

This. Your DM needs to call the main delivery office and ask to speak to the Delivery Office Manager and tell them this. It sounds like a host of vulnerable people aren't getting their mail.

whatever the reason, the impact on the othe residents is beyond a joke - he needs to be stopped, and it's not the OP or her relatives to understand why or solve his problems.

I would definitely get the mail redirected while the police etc deal with it.

If Granny won't phone police herself, you or your Mother do it.

Most definitely contact all 3, landlord, Royal Mail and police. It’s harassment and also I think illegal to interfere with the Mail?

The postie should not be leaving the mail anywhere, it should not even be handed over to a person, it must be delivered through the door it is addressed to. Re your neighbour, i believe he could be done with theft of your mail.
