Cleaner not been paid

I have a cleaner who comes once a wee for 3 hours under normal circumstances. She is via a local agency and I pay £15ph so £35 per week.

She obviously stopped when we locked down.

When we locked down I said to the agency owner I'd keep paying as I didn't want cleaner to go without her money. He said no need they had insurance to cover it. Ok fine.

She's started again today and I asked if he's paid her or if she's been furloughed and she got neither and had to go on UC!

AIBU to be pissed off about this? I know she has a few client via the agency so I don't think UC will make up for all her lost earnings.

I'm annoyed that he said no but then didn't pay her at all!

I'm now considering paying her some to make up for what I didn't pay and would have if he'd said yes? If so how much? I've saved £560 by not paying since lockdown.

Email the agency and get them to clarify who they paid and what, saying you were assured months ago when you checked that the staff would be paid. Don't hand over money you've saved!
