Neighbour littering

One of my neighbours keeps throwing litter at the public footpath by my house. I can see him doing so via CCTV. Wibu to report him? I don't actually know him so not sure about speaking to someone with such clear disrespect for decency. What would you do?

report the scummy individual to the council. he deserves a hefty fine.

How do I do that? Do I just call the council and show someone the CCTV?

You can register to your local council online.. Report complaints and option for pic sending.. I have been reporting rubbish left in our area. Very easy to do.
