Wording help - neighbour dog barking

How do I mention that their dog's barking is annoying.

I also need to make them aware in case the barking is when they've gone to the shop etc.

Its a beagle, vocal. It bays and does a really irritating howly-bark. Like a pining noise, hence me feeling like it's worse when they're not there.

I would 'bump' into them next time they are out with the dog, and whilst making a fuss of the dog, mention to the dog 'You make a lot of noise, don't you?'. If it were me with my puppy, I would notice and immediately apologise (and then be more conscious of it and try to get her to be quieter). If I wasn't aware my puppy was making any noise, I would probably ask about it.

Sorry for the number of times I used the word 'dog'!
