Neighbours puppy continuously barking

Two weeks ago our neighbours got an 8 week old puppy. Yesterday, for the first time they left her alone whilst they both went to work. One of the neighbours is part time so was away from approx 8am-1pm but the poor pup bark continuously the whole time, no let off at all.
The constant barking set off my own dog too.
Neighbour got home, txt me and apologised for the barking, said pup had got in such a state that she had messed up her crate and made her paws bleed!!
Thing is, the barking has started again this morning
I don’t really want to get into a conversation with new neighbours about how they should look after their pet but personally I do not agree with leaving a puppy for more than 2 hours at a time, especially such a young pup ( I am a dog walker so have lots of experience with dogs)
I’ve even offered to pop in on her myself but they haven’t taken me up on the offer.
It’s so distressing to hear.
Would you say something if it was your neighbour?

She is also misusing the crate. Dogs are supposed to be trained over time to get used to the crate, it's supposed to be a safe space for them. Not for untrained, tiny puppies to be flung into for hours on end Sad
