Treadmill upstairs

Since lockdown the neighbour has brought a treadmill. She sounds like she's going to come through the ceiling of my flat!

I thought people as a general rule didn't put treadmills on a second floor in a house. Never mind put one in a second floor flat my living room wall actually shakes when she uses it.

Should I leave it AIBU to think she is unreasonable to have a treadmill in a flat?

the sound being that loud is obviously unacceptable but it should be addressed by asking her to get some seriously good quality matting underneath the machine that is designed to dampen vibration and noise.

I have a friend who is blind and who lives in an upstairs flat in a council housing block. her running machine is the only way she can do energetic exercise safely, but she has the machine on a very high tech mat that cost a bomb. I don't know the downstairs neighbour so can't swear to how effective it is.
