Confusion over testing and self isolation

I’ve just confused myself over this-

The guidance says that: 'Anyone who is displaying coronavirus symptoms, or has displayed symptoms in the previous 7 days, or lives with someone who has displayed symptoms in the previous 14 days, should not attend work unless they have tested negative for coronavirus.'

Does this mean the person with symptoms tests negative, or the person living with them?

Surely if person A tests positive then person B can’t take a test until they themselves actually get symptoms. Otherwise they may take it on day 2, test negative, go back to work, then catch it from person A on day 7/8/9 etc and not know so be taking it to and from work!

“They” is plural here I would think

There’s a lot of clauses. The dominant clause is split with subordinate ones, but reads like this:
*Anyone who is displaying coronavirus symptoms should not attend work unless they have tested negative for coronavirus.'
The clauses add extra info that if they live with someone who has had it they should also get tested.
