To not know how best to report this?

Souped up Mercedes car with extra loud engine/exhaust being driven as fast as it can go up and down the road and doing u-turns. Driver and friends linking up with other vehicles and playing really loud music, getting in and out of each other's cars and exchanging things. (Wearing masks but keep lifting them up to shout at each other over the loud music / engines). Saw money pass hands but no drugs, but obvious what's happening. Cars keep driving off then returning and swerving into parking spots loudly. Loud exchanges in conversation and constant getting in and out of each other's cars. The main car has been speeding (probs 60-70mph) daily up and down the road and revving v v loudly. This is in a residential street.

Would you report online but where you have to say your name and address? Or is there a better system? The speeding is an obviously dangerous crime, the dealing can't be proven and the rest is just annoying. My local council (London) says they are not dealing with any anti-social reports just now, and tells you to report crimes to the Met.

Non emergency police number surely?

It's not a council issue it's a police issue if there's dangerous driving and possible drug dealing

They'll probably ask your name and address but there's no harm giving them it, they won't tell anyone.
