4 year old bike size

Sorry know this might be the wrong board.
Advice on bike size for a 4 year old birthday gift she is 109cm tall. Not sure between 14in and 16in as google seems conflicted and i cant go to any shops to size her up.
Could anyone advise

18 inches is for 110cm and 20 inches if for 115cn.

I got the info from the above Dutch website and in the Netherlands (where I live), there are more bikes than humans so know what they’re talking about.

Halfords is saying 14 inch. Even more confused

My DD was around 120cm last time I measured her and she has a 14 inch princess bike from Halfords with is the right size for her for now.

My daughter is a bit shorter than that and rides a 14 inch bike. It's almost a year since we bought the bike and I'm pretty confident she'd be all right on a 16 inch by now, though she doesn't need to size up yet.

You can check out the size guide on the website of the company actually making the bike you are interested in. Also measure her inside leg (with shoes on) and see if you can find the min/max saddle height. For such a young child, she should be able to touch the ground with the balls of both feet while sitting on the saddle or even have her feet fully flat on the ground if it's her first bike.

Better to have a bit too small than a bit too big if it's a first bike.
