Now ADMITTEDLY Norman seems responsible for about 75% of Pontypandy's fire service call outs, but I think (bless him) he just struggles because he's a bright and precocious little kid (gets fascinated by things and goes full hog into them without thinking them through, and clearly misses his dad not being around (adores time with Trevor and Sam).

perfect nuclear family, all the advantages and he behaves like a little brat half the time, always being mean to his sister and acting out.
I call scrapegoating of Norman!
(Actually I think the writers must have a great time working out what Norman can burn/destroy/get stuck under every time. I'd love to write for children's television!)
