AIBU to think he can do this?

My DM's husband walked out on her on 1st September 2019 for another woman.
This has now apparently ended and he is technically homeless and has text DM saying he intends to move back into the marital home as he is named on the deeds and has the right.
There is no dispute that he has rights to the property as he is jointly named on the deeds, however, as we are in a lockdown and he has been absent from the home for 7 months, surely he cannot insist on moving back in during the lockdown? DM is a frontline key worker and my sister who lives at home has asthma so is vulnerable.
Aibu to think his rights do not trump the Covid regulations at the moment?

I think your Mother needs to speak to the police. I would. They'll know the answer or at least guide her.

Could he self isolate in the shed for 14 days? If he thinks he's getting looked after, it might dampen his spirits?

I don’t think this is illegal under the covid regulation. Moving house is explicitly allowed. However, our mother might have rights in relation to the house. She needs to talk to a solicitor who specialises in family law.

Thank you for the replies, she has spoken to the police who have said to call if he turns up and gets aggressive but they didn't specifically say they would remove him or prevent him from gaining access. He says he is turning up tomorrow with a locksmith Sad
I know moving home is permitted during the lockdown, however, this is someone who hasn't been a member of the household during the lockdown wanting entry. Mixing households is against the rules, especially when one household is against the mixing. Feels very wrong that his rights trump their health and safety at a time like this.
