Kids playing out

It's more would I be unreasonable. I haven't made up my mind. So every fine day since the lockdown, which has been most of them, three families in our cul de sac have been letting their under 5s play together in the grassy area and on the road (it loops round) with trikes, scooters, cars etc and it's all day. They keep a bit of an eye on them. One day one family also looked after another set of kids too. It's driving me mad though how they think the rules don't apply to them. They're out with full on musical instruments on a Thursday night and then the next day breaking the rules again. The police actually came the other day but I didn't see what happened and it's not made a difference anyway. AIBU if I reported them? The kids are obviously having a grand time it's like their own personal race track out there so I'd feel guilty. Maybe am just being grouchy as my teenagers don't get to see friends.

Report them.

Adults can make their own decisions but kids don't have any choice and also don't understand about social distancing.
