Are Different Parts of UK More Judging Than Others?

So many threads on here with people saying they get snotty 'looks' if they dare to go out walking or to get shopping and they seem terrified to go over the doorstep. I live in the North West of the country and go out daily to walk (for around an hour) and have been maybe twice a week to get food essentials and have not once felt I'm being judged. Is it worse elsewhere or do I just live in an area where we all realise that we are allowed to go for a walk and smile/say hello to people ?

Perhaps it is more to do with the perception of the person starting the thread, rather than the behaviour of others. Having said that, maybe living in heavily built-up areas could be a bit more fraught?
