I’m Scottish and yes it means small or in the case of “when I was a wee girl” it means young.

Surely the context it’s used in makes it obvious. Although I have heard some shop assistants in Glasgow overuse it. The wee queue, the wee changing room, your wee receipt, the wee bag - everything was described as wee.
