I reckon it's so they can make junk models with their children. Would also explain pasta running out .

Doesn't toilet paper dissolve fairly quickly? So if you put an armful of it into a stock pot of boiling water you could pulp it down into white sauce for the pasta that has also been stockpiled.

Add some salt and brown sauce for added taste!! I'm sure it would look and taste fabulous.

Or, send the kids out into the garden with it to build toilet roll castles.
