Facebook ‘community charity’ pages taking cash. Who keeps records?

They’re not real charities yet they’re taking cash donations and being trusted to hold onto money and spend as they like.

Where’s the regulation?

If anyone can set up a Facebook page as a local community ‘charity’ volunteer group and accept cash gifts via PayPal or through their letterbox, shouldn’t Facebook be taking a cut, or asking them to verify proceeds with financial records?

I know somebody who does this yet unbeknownst to group members they have a history of money fraud and theft, hence my question.
