Are people who subcontract and have tax paid at source treated the same as self employed?

You mean workers who have CIS deductions? Yes they come under self employed

So they are able to claim 80% of earnings?

Should be so long as verified and registered for self assessment. Depends.....some don't bother to register and get deducted at 30%....they probably wouldnt be able to claim the grant. I'm no expert though. Hopefuly they will clarify in the next few days. Hope you're ok.
