So we paid a fine for the car as we had to move it out of the flat underground car park. We have since had the fine refunded and now the DVLA are saying we need to pay it, even though we paid it and they refunded it.

We have called their office this morning and they have said we need to appeal in writing. That they cannot discuss in writing and they gave us the timescales for us getting a response which falls outwith the time on their new letter for taking enforcement action against us.

Can someone explain what we should do?

Sounds like you need to appeal in writing.

If they start "enforcement action" before they respond to your appeal you can include it as evidence.

What was the fine for, and why did they refund you?
