To think my neighbour is running a puppy farm?

And should I report him?

I should start by saying I have no definitive proof of this. But the circumstantial evidence is pretty strong.
From my upstairs windows I can clearly see his garden backing onto the houses on my street. He has several wooden cages/kennels running along the fence which contain small dogs/puppies? And is currently building more (perhaps 15 in total when he's done - I can only see the roof of the new lot from my vantage point so I'm guessing based on the size of the others)

Even if I couldn't see the animals I can hear them. 24 hours a day yelping, howling and barking definitely a lot of dogs in there. And often clearly distressed. Very upsetting.

So - either a puppy farm or an unlicensed kennels?

I say unlicensed because surely it can't be licensed in the backyard of a small suburban house. Space is about 20 x 30 ft at most (Happy to be corrected on this point as I wouldn't know)

So does anyone think I'm right, and if so how do I go about reporting this?

I’d report to the RSCPA even just from the aspect of all the distressed noises and explain your concerns.

Well if he has nothing to hide he won't care if you report him!

My first instinct would be to call the rspca, however i am not sure if this falls under their duties! However i am not sure where else you could go! So yes, definitely report!!

Report to the rspca or the council or whatever. Doesn’t sound normal or right. The only thing that would concern me is the potential fall out BUT I believe reporting is necessary for this. Are there other neighbours who could see this and report to?

I thought of the RSPCA but my experience of them isn't great tbh. I suppose I could start there. See what they say.

Maybe ring a local vet and see if they know who you should contact?

You can check to see if they have a licence on your local councils website. They have a list of currently registered breeding or boarding kennels. It’s the environmental health department that covers these licences.

He's quite an intimidating guy. I'm not sure anyone else will report. I'm hoping I can do it anon tbh .

Report to the RSPCA for the animals in distress and the council for a possible unlicensed business in a domestic property? Don't know what the exact regs are your way but we need consent for a business that has physical building / people coming to the property.

I'd report it to the council. If he is building more kennels then it's only going to get worse. Think of the smell and noise in summer ☹️
What type of dogs?

I can't see clearly what type of dogs they are. Also I'm not well up on my dog breeds . But he definitely has at least one adult large fluffy (Asian breed?) Dog. Sorry I'm hopeless. I have cats

Report to council. RSPCA are, sadly, useless if a dog is fed, watered and has shelter.

Ring the Council. Surely he would have needed planning permission and a licence?
And Rspca.. Get photos and recordings.

Report it to the licencing department at your local council. That is who would deal with breeder licences and boarding licences.

The person I got my dog from currently has about 30. They're not a puppy farmer and their dogs are all pedigree, KC registered show dogs.

If they're legitimate they'll be happy to prove their dogs are well looked after.

I would google the breed and your postcode see if he comes up, or do the same on preloved. Then you can check companies house etc. Seems unlikely he has permission for such a thing. What a prick.
