legally but not ethically. There is a 2 year process to have the drop down here- most people get the drive part done 1st.

Agree with the legally but not ethically opinion. I mean sure you CAN legally park where the curb is not dropped, but it would be a bit of a dick thing to do and I'd avoid doing it myself if at all possible. If there was an emergency I'd probably leave my number on a note on the windscreen in case the owner of the drive needed me to move to get out.

I usually try to live my life without actively causing trouble for other people, even if I have the legal right to cause said trouble. Life is much easier and calmer because of that choice.
