I currently charge my Apple airpods via the USB connection on my laptop.
I have a Samsung phone. Could I connect the airpods cable into the Samsung plug's USB connection and charge them that way?

Yes, you should be able to.

I would say though that I find when I charge my phone using a non-Apple charger it seems to take a little longer

I dont think apple use mini USB connectors, so it might not work.
